Family Self-Sufficiency (FSS) Program

WHAT IS THE FAMILY SELF-SUFFICIENCY PROGRAM?

The Family Self-Sufficiency Program (FSS) helps Housing Choice Voucher (HCV) and Federal Public Housing (PH) participants increase their earnings, develop financial capability, and build assets. The FSS Program is a service program offered free of charge.
  • AM I ELIGIBLE?

    The FSS program is open to all families living in HUD-assisted rental housing.
  • HOW DOES THE PROGRAM WORK?

    Once an eligible family is enrolled, the FSS participant will receive individualized case management and service coordination by a Family Self-Sufficiency Coordinator. Participation generally lasts five years, during which the participants identify career, educational, savings, homeownership, and entrepreneurial goals, among others. Once households enroll in the FSS program, they will become eligible to build savings through the FSS Escrow Account. The FSS Escrow Account is a savings account that is maintained on behalf of the residents who have increased their earned income. Usually in HUD-assisted rental housing, as your income increases, your rent increases. Under the FSS program, the amount equal to the rent increase is deposited into a savings account that is yours at the end of your successful completion of the FSS program.
  • FSS PROGRAM GOALS

    The program will assist the unemployed or underemployed who are eligible to receive assistance under the Housing Choice Voucher (HCV), and Federal Public Housing (PH) programs make the transition to gainful employment and financial self-sufficiency. This goal can be accomplished by the coordination of quality, comprehensive support services.
    Additional goals of the program include but not limited to:
    • Obtain full time employment!
    • Obtain a higher paying job!
    • Save money!
    • Acquire skills in budgeting and homeownership!
  • It’s easy to enroll in the FSS program

    • Step 1
      Meet with the FSS coordinator to discuss family goals
    • Step 2
      Establish an Individual Training and Services Plan (ITSP)
    • Step 3
      Sign a Contract of Participation (CoP)
